The large scale exercises are held at the times of year most likely to be used by PDRK to invade the South.

By temporarily beefing up the forces, the US doesn't have to have a massive presence in country year round. This to prevent war.

If the 'freeze' happens, the PDRK will cheat or ignore it as they have repeatedly done in the past and it will leave the South badly defended at the times of highest risk to the South.

Yes. Major rotations complete as well. All public source: see Ulchi, Focus Lens, Ulchi-Focus Lens, Ulchi-Freedom Guardian, for instance. Many of us here have probably participated a time or two while enjoying the fermented cabbage delight and soju and Peggy's Rock-n-Roll bar. None of this is new except for the ICBM capability, whether they have the ability to custom design a payload or not. It is how the game is played.

Another THAAD test this week.

Now, 15 out of 15 hits one hit per launch. So, batting 100% is pretty good.

When the PDRK can demonstrate a re-entry vehicle that can steer, then, yes.

Right now the publicly acknowledged defensive layers are:
The Navy's SM-3 and SM-3LR - proven.

The THAAD - more than proven.
A THAAD Extended Range (THAAD-ER), in engineering now, will have the legs for engaging hypersonic targets. Additionally, The THAAD radar can interoperate with Aegis and Patriot systems, in a 3-layer antimissile defense. I haven't found any public data that would indicate the THAAD system currently employed in South Korea could take down a PDRK missile just after launch, an SM-3 can. The RADAR can certainly see any launches.

The PAC3+ proven many times.
The last ditch might be a CRAM, but that would be a hail Mary to say the least.

I would note that Thales has off the shelf 200 Tera-watt steerable LASER systems that don't seem to get any press or love when it comes to ABM system integration...

The system in Alaska (Ground-based Mid-course Defense system) still has reliability issues (steering thrusters) and the last test (Jan 28, 2016) was a failure in that the 'warhead' missed the simulated ICBM target by 20 miles or so.

So, as the saying goes, it's best not to play the game to begin with.
