One detonator looks like its already fully screwed on to the body and it just looks like he is test fitting the other to check the threading.
Obviously you wouldn't use two detonators and no form of propulsion on something like that.

It likes like a finished one in his hand in the lower picture.

The bottom mortar round looks factory to me. Tail fins, even paint job, and an overall quality appearance.

unless that first picture is of rebel showing how mortar rounds can become impact-fused grenades. It wouldn't be the first time that warfighters in a bind used weapons in a non-standard role.
