Recommend me a low-key shoulder bag

Recommend me a low-key shoulder bag
My wife's company is moving, so she will be commuting during the week. I need to make a "bag" for her and I would like to keep it pretty low key.
Contents will include:
1 H&K USP 9mm / 2-3 mags
Some sort of 1l water container
First Aid kit
Knife, Fire maker, light, food, tools, etc...
Basic Get Home Bag stuff. Absolutely no desire to make it a Maxpedition Jumbo or anything. Suggestions?
Trying to keep it under $30
Non-tactical (if possible)
Smaller is better
Brand? Model? Source?

I don't have anything in mind, but at the sub-$30 mark, I'd suggest stop by a few thrift shops and see what they have available. Nothing there should be tactical looking, but might give you options on size, how it's set up, etc.

i know it was seasonal but walmart had a cheap back to school swiss gear that was nice and 25 bucks over here in daytona

I know it sounds crazy, but try a black ALICE butt pack and find any old black shoulder strap. Should be able to get set up for $10-15. I see these once or twice a week on campus and they blend in just fine and lend kind of a tough-chic look to the person's appearance.

I threw a strap on my alice butt pack for "non-tactical" maneuvers, makes a great man-purse.

a few more questions: What does your wife carry now? Purse, briefcase, backpack? Will she carry it with her at all times?
For example, my wife is a purse girl most of the time, she likes large ones that can hold a ton of stuff including many of the items you have mentioned, and all in a stylish inconspicuous package. Here in CA, a gun is not a (legal) possibility, but I can see one fitting into many of the bags she carries were it an option. She also carries a small backpack or tote bag as alternatives to a purse.
Funny thing lately, she was admiring a first aid pouch I have, eyeballing it for a purse like use. I think the tactical look is in for city girls this year.

SHe will not be carrying survival crap in her Coach purse (large as it is...)
She needs something with a shoulder strap.
Strap on ALICE butt-pack...not a bad idea. But something more grey-man. Or woman, as the case may be.
