This is a video from the same guys that produced the 9mm hipoint torture test which resulted in a massive kb when they hammered a bolt in the barrel, filled it with powder and set off a charge inside of it.

It's funny that after he loads the gun the video cuts to him ready to shoot. I'd like to see a video where he loads the guns and they shoots it in one camera shot. Something just seems a little fishy to me...

Hi-Point already makes a .40 S&W - and max SAAMI pressure for 10mm is only 7% higher. Most factory 10mm doesn't even take advantage of that.

If the 40 Hi-Point is made on the 45 size frame, then it would be ready to go for 10mm.

They wont say what they did for the conversion ... But I'd be willing to bet the only thing that involved any tools was reaming the chamber - that would require the appropriate reamer, and a press to push the fixed barrel out of the frame. Both tools could be rented. From there, the rest of the work is likely just tweaking feed lips (you may need to modify a .45 mag if the 40 is too shallow) and experimenting with recoil springs of different strengths.

Provided the video isn't fake.
