My thought is that there's some concern amongst people that those carrying a firearm outside their home, concealed or otherwise, should posses a minimum level of skill and knowledge. It sounds like we're in agreement that, if there is regulation (licensing with testing) the regulation should be the same because our concerns have nothing to do with whether the firearm is carried concealed or open. I think there should be licensing with testing for the reasons I've already stated....
