One thing I'd say, don't cheap out on the scope. A good scope is vital if your shooting at long range. This thread reminded of a page I read a while ago How I home-built an electricity producing Wind turbine.
He made a relatively small, powerful and cheap wind turbine - it cost him $140, he did have a few of his own parts and it was 4 or 5 years ago. Still, it could still be done quite cheaply.

I've done a quick bit of research on baffles and a few of them seem to have spacers in between each baffle - this doesn't, they just but up to each other on the main body, like in the top of this picture. I've just had a nice 6 hour round trip to a gun shop/smith who has customised a Browning Buckmark for me.
