In this case is there simply no burden of proof on the citizen to establish that one is traveling?

I just want to be absolutely sure about this before I even consider keeping a firearm within reach in my vehicle.

I'm not sure I understand the vehicle carry law... Does this mean we can carry pistols in our cars (not the trunk) without a CHL now? And the blurb about some DA's still intent on prosecuting those found with a pistol in their cabin, is this a disregard for the law or what? I know prior to this law'...
