I have a Norinco 213 - Tokarav in 9mm - I bought way back in 1993. They were $150 at the time. So I could not pass on one. I have only met 3 other Tokarav owners when at the range. Two of them wished they had it in 9mm due to the ammo being uncommon which they would purchase it in bulk at gun shows....

It was most likely a spent smoke grenade.
Tape was used to cover the burn hole on the bottom of the smoke grenade. Packing tape may have been the only tape they had on hand.
