Go on eBay and get some rechargeable 16340 batteries and a good charger, such as a Nitecore D4 and you'll be good to go. Seriously, it's the least expensive option in the long run because Li-ion 16340 batteries can be recharged thousands of times and hold their charge quite a long time.

Be aware, many VOMs with battery settings don't actually put a load on the battery, they just have actual setting stops on the dial that give appropriate voltage scales for popular battery types. Measured voltage on batteries is usually done under a slight load (I forget exactly how much) so just sticking a VM on them will usually return a higher voltage reading than what's on the label.
