I think unless you're being super-cheap, reloading 7.62x39 is a non-starter. If it was possible to properly flare and crimp a steel-cased case neck (I believe it is but don't buy expensive dies as they wear from it), and you cast lead, and you undercharge enough so you don't foul with lead badly, yo...
