I like it but it's to complicated. We don't have to count the fish to determine if its a school or class or study group. IMHO it should be one word to cover all types and quantities.

i would say coffle.
coffle -line of animals or slaves fastened or driven along together.
real word used to define humans as animals/ herds.
Horde comes from the Mongol which would call their ranks hordes ( like a platoon or squad) and i think they form groups in the 100.

While I have never seen a zombie IRL, I have seen much clusterfuck. If we choose the term "clusterfuck" - and I think we should - it will be important to always specify, by using the "of" preposition, what we mean. If you said to me "Oh no. Look at that clusterfuck." I might think you were talking about my desktop, or my personal life, or a repair I'd attempted, or my co-workers, etc.

I will only refer to them as a "troupe" if they used to juggle, or mime. Eek. Zombie mimes. Always shuffling against the wind...

I didn't read all the posts so, sorry if this has been posted already.

Since most of them are usually dragging a leg how about a draggle of zombies. I kind of like 'school of zombies' too.

Could go with a 'bugger of zombies' or if in the UK a 'bollocks of zombies'
