I haven't seen it posted anywhere yet but if it has and I've missed it, I apologize.
Google has a public alert (I believe in Alpha testing right now) that will show alerts in your area. This seems really useful.
You can check it out at google.org/publicalerts

What is that? When I went to sign in, I got the message that it wanted to access my Google account, but
Google is not affiliated with the contents of Google Public Alerts or its owners. If you sign in, Google will share your email address with Google Public Alerts but not your password or any other personal information.

Don't confuse a belligerent and aggressive attitude with the strength, training, and conditioning needed to prevail in a fight. How do you know you have the Will To Win, if you don't even have the will to train?

That's really weird. I'm not sure why it's doing that for you.

That is odd. When I go to that address it does not ask me to sign in. I mean, there is a link to sign into my Google account, but it shows me the map data without having logged in.

That's really cool. I could see making this your home page so it's the first thing you see.
1) Nudge my machine out of sleep mode? Check
2) Sign on to my password protected user account? Check
3) Confirm the world is not ending today? Check.

Sounds like a plan to me!
I already get local alerts pushed to my phone via SMS, and getting others
might be a good idea.

Google gives their employees hours to work on side projects; stuff the employees come up with to pursue on their own. Some of these projects are embraced and supported by Goggle. I hypothesize that you got that message because this started as an individual employee project rather than a full-fledged Google project.
