I can't really see how whoever did this could foresee that anyone could mistake it for a pipebomb so no s/he did not waste police resources.

Heck, I remember when I worked at Boy Scout camp as a teenager, there was one staff guy who had a hobby of 'weaponizing' broken ax handles (they usually broke right below the head.)

Not that ax handles or baseball bats aren't suitable weapons as they come.
